"It’s hard to believe the year
is almost over. I have enjoyed working with all of you this year and I’m looking forward to be working with many
of you next year.
If you are a Unit President that is “graduating”
out of your PTA or PTSA this year, please consider joining our council. Our goal is assist our units in any way we can
and your knowledge as a past president would be greatly appreciated by other units. Contact me if you would like to know what
positions are available next year."
"Our final council meeting will be held
June 3rd at the Yorba Linda Country Club. This will be our Honorary Service Award and Installation Dinner.
It’s customary for outgoing Presidents to invite current executive board members (i.e., Exec. Vice-President, Treasurer,
Auditor, etc), incoming President (and Exec. Vice-President, if applicable) and administration. This is a great event to celebrate
the end of the year and familiarize new executive board members with our council. If you have any questions regarding who
you may invite, please contact me directly. I have attached two invitations; one with the cost for PTA use and one for your guests."
We are planning fun night this year that
you won’t want to miss. My heartfelt thanks for your dedication to the students of our fabulous school district! It’s volunteers
like you that make our District the best."

The last date for
bylaws to be accepted in the CA State PTA office is May 26th.
Any bylaws received after that date, except for new units or charter rescinds, will be returned to you. So, after
May 26th, please hold onto them until July 1st.
The Lavender 2008 bylaws will still be accepted by the CA State PTA incoming Parliamentarian Sue King
after July 1st, but let's give her time to settle in to her new position before we bombard her.

To All Presidents and Parliamentarians:
By-law Deadline: I have been informed by the Fourth District
Parliamentarian that any revised By-laws submitted at this point will be reviewed by the incoming Fourth District Parliamentarian
and incoming State Parliamentarian. If you are in the process of finishing your revisions or
preparing to forward them to me, please proceed. I will process them and make sure that they are reviewed
as soon as possible by the incoming District Parliamentarian (most likely during the summer). Based upon history,
we should be able to submit revised By-laws using the Lavendar cover (revised 2008) through the beginning of the new
school year.
If you had already submitted your revised By-laws
to me, they
are being processed and we must be patient. There will be no detriment to your Unit. Practically speaking there
may be delays in processing the existing By-laws because at the State Level they are working on the new on-line By-laws system
and there will be a transition to a new State Parliamentarian in July. Whenever there is a changeover there is
some delay to be expected.
Now for the great news! The California State PTA is in the
process of developing on-line By-laws. At the May Convention they introduced the program and gave us a glimpse
of how it will work. Here are my notes from the Convention:
What is it? When the new system is available, using a username and password, your Parliamentarian will be
able to access an on-line form of the current version of the By-laws. Specific information unique to your school
can be input and possibly to a limited extent, delineations and additions can be made to the form. Initially, you will
only be able to use this system to prepare a paper copy of your revised By-laws. Although a copy of your document
may be stored on the CAPTA database, you will still need to make paper copies and the documents must be forwarded
to the State by way of your Council Parliamentarian (current procedure). The current method of review will be followed.
What is in the future?
CAPTA will continue to work with the software company that is developing this program. What will be in
the future? Perhaps we will be able to submit the revised By-laws on-line and have on-line access to copies
of the approved By-laws.
When will it be available? CAPTA anticipates your being able to prepare your By-law revisions by using
an on-line form no later than September 2009.
